Rochon has the father of Zelma Staples and Samuel Staples. She was born in Torrance, Los Angeles, to Zelma Staples and Samuel Staples. Rochon is a 1982 graduate from Cerritos High School, located in Cerritos, California. Her graduation was in 1986 at California State University Dominguez Hill (CSUDH) with the degree of Bachelor's in Broadcast Journalism, minoring in Theatre and Sociology. Rochon's first visit to CSUDH was in 2016 in the year she was a speaker at commencement of CSUDH's College of Arts and Humanities.

Heather has appeared in several television and film shows such as Nightingale and Epic Movie.

Ullerup was cast in the role of Julia Brynn, a character in the remake of Battlestar Galactica that aired 2006 on Sci Fi Channel. In the first two seasons on Sanctuary the actress was Ashley Magnus until the character was deleted. The reason for her departure was a source of heated debate among supporters, with many people wanting her back in future episodes, until the show was canceled in 2012. Ullerup was a part of the cast as Bree O'Brien on Chesapeake Shores in the year 2016. Ullerup played Maggie Thomas, the estranged wife of Michael Thomas, in the catastrophe film Asteroid: Final Impact (2015). In the year 2016 Ullerup has been playing a regular role as Dale Travers in Hallmark's Signed, Sealed, Delivered movies series.
